'Positive intervals' in the settlement record counts how many of the past 30 days' settlements had longs paying; the more there are, the more consistently the market paid to hold ETH longs. It describes what happened, not a forecast for the next interval.
The last column adds up 30 days of actual rates and converts them into what a 10,000 USDT long paid or received; a short is the same amount the other way. A position of 4 ETH at 2,500 USDT is also 10,000 USDT of notional and compares directly.

Why is OKX's ETH rate limit higher than Binance's?
Each exchange sets its own limits: by the parameters read on 2026-10-07, OKX's ETH-USDT-SWAP is capped at ±0.75% per interval and Binance's ETHUSDT at ±0.300%. A higher cap allows a larger payment in a single interval in extreme markets; everyday rates are usually far below it.
